dc.description | The Municipal Control Agency of Babahoyo faces a series of problems in the period 2023 that seriously affect its administrative efficiency, directly impacting the quality of services provided to the community. The lack of a clear organizational structure causes confusion and duplication of functions, resulting in delays and lack of responsibility. In addition, employees are overworked, which affects their performance and the ability to meet the standards required in their oversight, control and audit tasks. The lack of adequate technological tools also limits efficiency, as the agency relies on manual methods that increase the risk of errors and loss of information. At the human resources level, poor training in key areas such as control and auditing limits efficient decision-making, which harms the overall performance of the agency. The lack of inter-institutional coordination also aggravates the situation, as there is no fluid communication with other government entities, generating disorganization and fragmentation in functions. Added to this is the shortage of personnel and materials, which prevents the agency from carrying out its work optimally. This study aims to diagnose the administrative situation of the Municipal Control Agency of Babahoyo, with a focus on planning, organization, direction and control. The analysis will seek to identify the shortcomings that limit its performance, in order to propose corrective measures that improve operational efficiency and strengthen transparency in management. The results of the research will provide tools to optimize internal processes and contribute to strengthening citizen confidence in local public administration. | es_ES |

dc.description.abstract | La Agencia de Control Municipal de Babahoyo enfrenta en el periodo 2023 una serie de problemas que afectan gravemente su eficiencia administrativa, impactando directamente en la calidad de los servicios brindados a la comunidad. La falta de una estructura organizativa clara provoca confusión y duplicación de funciones, lo que resulta en retrasos y falta de responsabilidad. Además, los empleados se ven sobrecargados de trabajo, lo que afecta su rendimiento y la capacidad de cumplir con los estándares requeridos en sus tareas de fiscalización, control y auditoría. La falta de herramientas tecnológicas adecuadas también limita la eficiencia, ya que la agencia depende de métodos manuales que aumentan el riesgo de errores y pérdidas de información. A nivel de recursos humanos, la escasa capacitación en áreas clave como control y auditoría limita la toma de decisiones eficientes, lo que perjudica el desempeño general de la agencia. La falta de coordinación interinstitucional también agrava la situación, ya que no existe una comunicación fluida con otras entidades gubernamentales, generando desorganización y fragmentación en las funciones. A esto se suma el déficit de personal y materiales, lo que impide a la agencia cumplir con su labor de manera óptima. Este estudio tiene como objetivo diagnosticar la situación administrativa de la Agencia de Control Municipal de Babahoyo, con un enfoque en la planificación, organización, dirección y control. El análisis buscará identificar las falencias que limitan su desempeño, con el fin de proponer medidas correctivas que mejoren la eficiencia operativa y fortalezcan la transparencia en la gestión. Los resultados de la investigación proporcionarán herramientas para optimizar los procesos internos y contribuir al fortalecimiento de la confianza ciudadana en la administración pública local. | es_ES |
