| dc.description | The research carried out in the Autonomous Decentralized Parish Government of Ricaurte, given that the institution has several weaknesses regarding the dissemination of content and management of official information to the citizens, where the management and administration of these media influence the communication process with the community. The objective of the research is to analyze the management of the official communication of the Ricaurte Parish GAD and the impact generated by its application in the community. The methodology used is given by the types of documentary and descriptive research, supported by the reasoning of the inductive and deductive methods, while the techniques of the survey, interview and direct observation were applied supported by instruments directed towards the citizenship and human talent of the GAD, which made it possible to collect the necessary data to support the issue analyzed, which are detailed below: The official communication of the GAD to the public is deficient given that the communication process with the community is weak, where the institution does not develop a plan of efficient communication that defines the communication strategies to be applied for the dissemination of the information, in addition to the inadequate handling and use of the different platforms, pages that reflect the employment and generation of content but not in a prolonged way towards the population. | es_ES |

| dc.description.abstract | La investigación realizada en el Gobierno Autónomo Descentralizado Parroquial de Ricaurte, dado que la institución presenta varias debilidades respecto a la difusión de contenidos y manejo de información oficial hacia la ciudadanía, donde la gestión y administración de estos medios influyen en el proceso de comunicación con la colectividad. El objetivo de la investigación es analizar el manejo de la comunicación oficial del GAD Parroquial Ricaurte y el impacto que genera su aplicación en la comunidad. La metodología utilizada está cedida por los tipos de investigación documental y descriptiva, apoyados bajo el razonamiento de los métodos inductivo y deductivo, mientras que se aplicaron las técnicas de la encuesta, entrevista y observación directa apoyados de instrumentos dirigidos hacia la ciudadanía y talento humano del GAD, que permitieron recopilar datos necesarios que sustenten la temática analizada, los cuales se detallan a continuación: La comunicación oficial del GAD hacia la ciudadanía es deficiente dado que el proceso de comunicación con la colectividad es débil, donde la institución no desarrolla un plan de comunicación eficiente que defina las estrategias de comunicación a aplicar para la difusión de la información, además del inadecuado manejo y uso de las diferentes plataformas, páginas que reflejan el empleo y generación de contenido pero no de una forma prolongada hacia la población, esto influye a que los usuarios tanto pasivos como activos tengan un impacto negativo referente a los medios de información y difusión oficial utilizados por la institución. | es_ES |
