dc.descriptionIn Ecuador, foreign and international trade, or global trade is guided and regulated through the so-called Public Policies of foreign trade, which are generally defined by the President of the Republic on duty, through specialized government institutions, which at the moment is the so-called COMEX (Foreign Trade Committee). Because these policies are almost discretionary and do not have the character of true state policies, particularly because they are not agreed with the actors of exports and imports; that is why their impact on the national economy is not significant, and they do not stimulate national development. The present research work began with the definition of the problem to be studied, continued with the statement of general and specific objectives that were closely linked to the problem, and the justification of the present work based on the need to suggest remedial proposals to the problem posed. A broad theoretical support was developed, product of research on the trade practiced in other countries, which was analyzed, selected and incorporated in this thesis in a methodological way, describing and explaining everything concerning this subject, and for which the techniques used were bibliographical consultations, theses, specialized web portals, technical publications in high impact journals. In terms of results, conclusions and recommendations, and according to the research, it is evident that our country has no real State policy(ies) on foreign and international trade. Nor does it have an inclusive strategic plan for exporting and importing products, in which large companies participate, but also small and medium-sized companies, including small and medium-sized agricultural, agro-industrial, industrial and artisanal producers. There is no major investment, either public or private, in agricultural development projects and, no new agreements, conventions and/or trade treaties have been officially signed with other countries in the region, the continent and the world to broaden the spectrum of global trade that would favor the rapid economic development of the country. Therefore, it is suggested that the current foreign trade and global trade policies should be reviewed now and permanently to assimilate them to the true concept of State Policy. Elaborate a strategic plan for foreign and international trade that increases the export of traditional products and promotes the export of other products, according to the demand and types of international markets. Review the current legal framework, reform and enact laws that, being fair and ethical, are not of particular interest, and that benefit local and foreign exporters and importers. Provide, through the law, sufficient guarantees to companies, so that they can invest in the country, both local and foreign. Also invest and modernize international port and airport services to improve the country's access to foreign and global markets.es_ES

dc.description.abstractEn el Ecuador, el comercio exterior e internacional, o comercio global se orienta y regula a través de las denominadas Políticas Públicas de comercio exterior, las cuales generalmente son definidas por el Presidente de la República de turno, a través de instituciones gubernamentales especializadas, que al momento es el denominado COMEX. (Comité de Comercio Exterior). Por ser casi discrecionales estas políticas y no tener el carácter de verdaderas políticas de estado, particularmente, por no ser consensuadas con los actores de las exportaciones e importaciones; por eso es que sus impactos en la economía nacional no son significativos, y no estimulan el desarrollo nacional. El presente trabajo de investigación se inició con la definición de la problemática a estudiar, continuó con la declaración de objetivos general y específicos que estuvieron íntimamente vinculados con el problema, y la justificación del presente trabajo basada en la necesidad de sugerir propuestas remediales al problema planteado. Se desarrolló un amplio sustento teórico, producto de investigaciones sobre el comercio practicado en otros países, lo cual fue analizado, seleccionado e incorporado en esta tesina de manera metodológica, describiendo y explicando todo lo concerniente a esta temática, y para lo cual las técnicas utilizadas fueron consultas bibliográficas, tesis de grado, portales web especializados, publicaciones técnicas en revistas de alto impacto. En cuanto a resultados, conclusiones y recomendaciones, y conforme a lo investigado, es evidente que nuestro país no tiene verdadera(s) Política(s) de Estado en materia de comercio exterior e internacional. Tampoco tiene un plan estratégico inclusivo para exportar e importar productos, en que participe la gran empresa, pero llevando de la mano a mediana y pequeña empresa, inclusive medianos y pequeños productores del rubro agrícola, agroindustrial, industrial, y artesanal. No hay mayor inversión, ni pública ni privada, en proyectos de desarrollo agrícola y, no se han suscrito oficialmente nuevos acuerdos, convenios, y/o tratados de comercio con otros países de la región, el continente, y el mundo, para ampliar el espectro del comercio global que favorezca el rápido desarrollo económico del país. Por lo que se sugiere que las actuales políticas de comercio exterior y comercio global deben ser revisadas ahora y de manera permanente para asimilarlas al verdadero concepto de Política de Estado. Elaborar un plan estratégico para el comercio exterior e internacional que incremente la exportación de los productos tradicionales y que promueva la exportación de otros productos, acorde a la demanda y clases de mercados internacionales. Revisar el marco legal actual, reformar y promulgar leyes que, siendo justas y éticas, no sean de interés particular, y que beneficien a los exportadores e importadores locales y extranjeros. Brindar, a través de la ley, las suficientes garantías a las empresas, para que inviertan nacionales y extranjeros en el país También invertir y modernizar los servicios portuarios y aeroportuarios internacionales, para mejorar el acceso del país al mercado exterior y global.es_ES
