dc.descriptionThe study of the impacts, plans, programs and tourism projects on the environment is essential before making decisions that may be irreversible. Impact studies are multidisciplinary, since it is about knowing the positive and negative aspects that a decision related to an investment for development may have on the natural and social environment in order to take due precautions. The economic development process registered in some rural areas of the country has generated in recent years the intensive occupation of spaces where the most favorable conditions for tourism investment are concentrated. However, it is frequent to observe that tourism is seriously altered by the inadequate management of the territory. The close relationship that exists between conservation of the receiving environment and the growth of tourism activity raises a question for the management of regional and local authorities and for private entrepreneurs linked to the sector: how to make tourism development compatible with the expectations of economic progress of rural communities? The main objective of this work is to propose some methodological guidelines to incorporate the environmental variable in the decisions that affect the investment process in rural tourist areas, taking as a reference the legal framework in force in the country.es_ES

dc.description.abstractEl estudio de los impactos, de los planes, programas y proyectos turísticos sobre el ambiente es fundamental antes de que se tomen decisiones que pueden ser irreversibles. Los estudios de los impactos son multidisciplinarios, ya que se trata de conocer los aspectos positivos y negativos que una decisión relacionada con una inversión para el desarrollo puede tener en el medio natural y social a los fines de tomar las debidas precauciones. El proceso de desarrollo económico registrado en algunas zonas rurales del país ha generado en los últimos años la ocupación intensiva de los espacios donde se concentran las condiciones más favorables para la inversión turística. Sin embargo, es frecuente observar que el turismo está seriamente alterado por el manejo inadecuado del territorio. La estrecha relación que existe entre conservación del medio ambiente receptor y el crecimiento de la actividad turística, plantea una interrogante para la gestión de las autoridades regionales y locales y para los empresarios privados vinculados al sector: ¿cómo compatibilizar el desarrollo turístico con las expectativas de progreso económico de las comunidades rurales? El principal objetivo de este trabajo es proponer algunos lineamientos metodológicos para incorporar la variable ambiental en las decisiones que afectan el proceso de inversión en áreas turísticas rurales, teniendo como referencia el marco legal vigente en el país.es_ES
