According to Tonato (2017), in Ecuador, citizens in general have a poor perception of public services because the information or instructions provided to external users are often incorrect, as well as the quality of care, The inefficiency in the processes and the possibilities of finding solutions to their problems effectively generate distrust. The emergency service in the Ecuadorian territory called “ECU 911 Integrated Security Service” has as its fundamental function to provide an immediate and effective response service, coordinating in an articulated manner the attention of the organizations in cases of accidents, disasters, and emergencies, mobilizing resources available through a unique telematic means commonly known as 9-1-1, also made up of surveillance cameras, emergency and telephone buttons; The integrated institutions are: National Transit Agency and Traffic Commission of Ecuador, Municipality, Armed Forces, National Police of Ecuador, Ministry of Public Health, Red Cross, IESS, Fire Departments, Risk Management Secretariat (Acosta, 2022).es_ES

dc.description.abstractLa administración pública ecuatoriana es considerada muy deficiente, lo que imposibilita la implementación de recursos de manera eficaz; su sistema de gestión es tan engorroso que no permite identificar el origen de su falencia para que los gobernantes de la nación tomen medidas efectivas de mejoras. Los requerimientos de la población se incrementan cada vez, al igual que, la magnitud de los recursos de un estado, por lo tanto, dependerá de la buena administración de este último para el desarrollo de una nación, según León (2018). De acuerdo con Tonato (2017) en el Ecuador la ciudadanía en general tiene una mala percepción de los servicios públicos debido a que la información o instrucciones brindadas a los usuarios externos muchas de las veces son incorrectas, así como también, la calidad de atención, la ineficiencia en los procesos y las posibilidades de encontrar solución a sus problemas de manera eficaz generan desconfianza. El servicio de emergencias en el territorio ecuatoriano denominado “Servicio Integrado de Seguridad ECU 911” tiene como función fundamental proveer un servicio de respuesta inmediata y efectiva, coordinando de manera articulada la atención de los organismos para casos de siniestros, desastres, y emergencias, movilizando recursos disponibles a través de un medio telemático único conocido comúnmente como 9-1-1, conformado también de cámaras de vigilancia, botones de auxilio y telefonía; las instituciones integradas son: Agencia Nacional de Tránsito y Comisión de Tránsito del Ecuador, Municipio, Fuerzas Armadas, Policía Nacional del Ecuador, Ministerio Salud Pública, Cruz Roja, IESS, Cuerpos de Bomberos, Secretaría de Gestión de Riesgos (Acosta, 2022).es_ES
