dc.description | This document deals with government management of water use for irrigation purposes in Ecuador. It is necessary that water, an essential natural resource, be regulated and controlled efficiently, which leads to its conservation, comprehensive management and recovery of this resource in different phases, forms and conditions, so that its use is taken advantage of. In our country, the Water Regulation and Control Agency (ARCA) is the entity that regulates and controls irrigation water. The conclusions determine that in Ecuador the fresh water destined for irrigation is the main volume used, but it is carried out under inefficient conditions. The deficiency in the management of irrigation water is observed in all the components of the system, from the catchment to the application in the plots; The rural population of our country generates pressure and intervention on the main sources of water and disturbs the elements of the hydrological cycle at the local level, with results such as low flow in the sources and contamination of surface waters, which aggravates availability and quality. of irrigation water for agricultural activities; In our country, the peasant movement claiming access to water has achieved important achievements, such as the creation of irrigation systems, benefiting their communities locally, since they are aware that they can manage, operate water for their purposes, efficiently and communities of Ecuador, despite the fact that the distribution of the irrigation flow is equitable for the farmers who belong to the Irrigation Boards, it is not efficient, since the water ration is assigned equally to each UPA and even to those who do not need , for not having agriculture on their property | es_ES |

dc.description.abstract | El presente documento trata sobre la gestión gubernamental del uso del agua con fines de riego en Ecuador. Es necesario que el agua, recurso natural indispensable, sea regulado y controlado de manera eficiente, que conlleve a su conservación, gestión integral y recuperación de este recurso en distintas fases, formas y estado, a fin que sea aprovechado su uso. En nuestro país la Agencia de regulación y Control del Agua (ARCA), es la entidad que regula y controla el agua de riego. Las conclusiones determinan que en Ecuador el agua dulce destinada para riego es el principal volumen utilizado, pero se realiza bajo condiciones ineficientes. La deficiencia en el manejo del agua de riego se observa en todos los componentes del sistema, desde la captación hasta la aplicación en las parcelas; la población rural de nuestro país genera presión e intervención sobre las principales fuentes de agua y perturba los elementos del ciclo hidrológico a nivel local, con resultados como bajas de caudal en la fuentes y contaminación de las aguas superficiales, lo que agrava la disponibilidad y calidad del agua de riego para las actividades agrícolas; en nuestro país, el movimiento campesino reivindicatorio del acceso al agua ha conseguido logros importantes, como la creación de sistemas de riego, beneficiando localmente a sus comunidades, pues están conscientes que pueden administrar, operar el agua para sus fines, de manera eficiente y las comunidades del Ecuador, a pesar de que el reparto del caudal de riego es equitativo para los agricultores que pertenecen a las Juntas de Riego, no es eficiente, pues la ración de agua se asigna por igual a cada UPA e incluso a aquel que no necesita, por no tener agricultura en su predio. | es_ES |
