dc.description | The present case study is proposed through the management of human talent within the Decentralized Rural Parish Autonomous Government of the Union, which is a public institution in charge of planning, organizing, directing and controlling projects for the improvement of the Parish. . Attaching as a problem the mismanagement of human talent within the GAD: which welcomes delays in activities, the lack of commitment of workers, and at the same time in deterioration of communication to carry out the assigned work. In this way, this case study is focused on determining the causes that give rise to good management of human talent within the GAD, using as interview techniques an interview with the President of the Parish Board, a survey of other employees within the GAD, and the results of that show that if there is a poor execution of the projects, that it cannot be fully complied with because of the existing problems, therefore it cannot be achieved from the objectives set within the institution | es_ES |

dc.description.abstract | El presente caso de estudio se plantea por medio de la gestión del talento humano dentro del Gobierno Autónomo Descentralizado Rural Parroquial de la Unión, lo cual es un institución de índole pública encargada de planificar, organizar, dirigir y controlar proyectos para el mejoramiento de la Parroquia. Adjuntando como problemática la mala gestión de talento humano dentro del GAD: que acoge a los retrasos de las actividades, la falta de compromiso de los trabajadores, y al mismo tiempo en deterioro de la comunicación para realizar cual trabajo asignado. De esta manera este caso de estudio está enfocado a determinar las causas que originan para que se dé una buena gestión del talento humano dentro del GAD, empleándose como técnicas de investigación una entrevista a la Presidenta de la Junta Parroquial, una encuesta a lo demás empleados dentro del GAD, y los resultados de aquello demuestra que si existe una deficiente ejecución sobe los proyectos, que no se puede cumplir a cabalidad con aquello por los problemas ya existentes, por ende no se puede lograr de los objetivos planteados dentro de la institución | es_ES |
