dc.description	The investigation was carried out in the Decentralized Autonomous Government of the Puebloviejo canton, specifically in the Directorate of Social Management, an area responsible for managing social actions towards the inhabitants of the city, which shows problems in internal management, so the work has The objective is to identify the main actions and behaviors of the members of the department, which precludes the normal and efficient performance of the role of a municipal public servant. The methodology constituted by the type of descriptive research, the inductive method was applied, together with the survey and interview technique and instruments (questionnaires) for data collection. dc.description.abstract	La investigación se realizó en el Gobierno Autónomo Descentralizado del cantón San Francisco de Puebloviejo, específicamente en la Dirección de Gestión Social, área encargada de gestionar acciones sociales para con los habitantes de la ciudad, misma que muestra inconvenientes en la gestión interna, por lo cual el trabajo tiene como objetivo identificar las principales acciones y comportamientos de los miembros del departamento, que imposibilita el desempeño normal y eficiente del rol de un servidor público municipal. La metodología constituida por el tipo de investigación descriptiva, se aplicó el método inductivo, en conjunto con la técnica de encuesta y entrevista e instrumentos (cuestionarios) para la recolección de datos.
