| dc.description | SUMMARY The present investigation was carried out in the Juan Montalvo Parish, Mira Canton, Carchi Province, with the objective of evaluating the community management of the Irrigation Board "Canal Juan Montalvo Santiaguillo". Understanding by community management practices, knowledge and traditions of the communes, communities, peoples, nationalities, community organizations, water and / or sanitation boards, and boards of irrigation and / or drainage, on the management of water resources, their conservation, use and exploitation. For the collection of information, the survey was used, which contained questions focused on the legal, administrative, financial, technical, social, organizational and environmental aspects of the meeting. The results obtained indicate that the Irrigation Board "Canal Juan Montalvo Santiaguillo" is legally constituted; It is made up of 109 consumers, who pay a differentiated annual fee for each module for the water service; which allows to pay the operator and the tariff for the authorization of water use to the Water Secretariat, however, it is not enough to cover all the administration, operation and maintenance expenses. The board receives limited technical assistance from the competent institutions. In conclusion, although the board and board directive are legally recognized, it has many organizational, technical, administrative and economic limitations. | dc.description.abstract | RESUMEN La presente investigación se realizó en la Parroquia Juan Montalvo, Cantón Mira, Provincia del Carchi, con el objetivo evaluar la gestión comunitaria de la Junta de Regantes “Canal Juan Montalvo Santiaguillo”. Entendiéndose por gestión comunitaria a las prácticas, saberes y tradiciones de las comunas, comunidades, pueblos, nacionalidades, organizaciones comunitarias, juntas de agua y/o saneamiento, y juntas de riego y/o drenaje, sobre la gestión de los recursos hídricos, su conservación, uso y aprovechamiento. Para el levantamiento de información se utilizó la encuesta, la cual contenía preguntas enfocadas en la situación jurídica, administrativa, financiera, técnica, social, organizativa y ambiental de la junta. Los resultados obtenidos indican que la Junta de Regantes “Canal Juan Montalvo Santiaguillo” se encuentra legalmente constituida; está integrada por 109 consumidores, quienes pagan una tarifa anual diferenciada por cada módulo por el servicio de agua; la cual permite pagar al operador y la tarifa por la autorización de uso del agua a la Secretaría del Agua, sin embargo, no es suficiente para cubrir todos los gastos de administración, operación y mantenimiento. La junta recibe una limitada asistencia técnica por las instituciones competentes. En conclusión, si bien la junta y la Directiva de la junta están reconocidas jurídicamente, tiene muchas limitaciones organizativas, técnicas, administrativas y económicas.
