| dc.description | The Autonomous Decentralized Parochial Rural Government of Pimocha, is an institution that handles part of the General Budget of the State destined for the benefit of the inhabitants of the Parish, this institution encourages the development of its locality to guarantee the execution of good living through regulations and policies public in the framework of their constitutional and legal powers according to the Organic Code of Territorial Organization, Autonomy and Decentralization. "COOTAD". In the Parochial Governments the Plan of Development and Territorial Ordering is governed to the programs, projects and policies, so that the fulfillment of the budget possesses concordance with the remuneration of the resources to each dependent institution of the government, they will have to preside over the exclusive competences of the Decentralized Autonomous Governments. It is worth mentioning that these institutions belonging to the public body will be in compliance by the regulatory bodies that are the Ministry of Finance and the General Comptroller of the State. The Parliamentary GADs must comply with competencies that allow for the adequate execution of the different works to be monitored, also providing quality services that improve the organization of citizenship. This institution should focus on promoting investments for economic development mainly in livestock sectors, agriculture, among others. The main objective of the case study is to analyze how the Autonomous Decentralized Parochial Rural Government of Pimocha performs budget planning and execution, based on the budget assigned by the Central Government for its correct application. | es_ES |
| dc.description.abstract | El Gobierno Autónomo Descentralizado Parroquial Rural de Pimocha, es una institución que maneja parte del Presupuesto General del Estado destinado para el beneficio de los habitantes de la Parroquia, esta institución incentiva al desarrollo de su localidad para garantizar la ejecución del buen vivir mediante reglamentos y políticas públicas en el marco de sus competencias constitucionales y legales según el Código Orgánico de Organización Territorial, Autonomía y Descentralización. “COOTAD”. En los Gobiernos Parroquiales el Plan de Desarrollo y Ordenamiento Territorial se rige a los programas, proyectos y políticas, para que el cumplimiento del presupuesto posea concordancia con la retribución de los recursos a cada institución dependiente del gobierno, deberán presidir a las competencias exclusivas de los Gobiernos Autónomos Descentralizados. Cabe mencionar que estas instituciones pertenecientes al organismo público estarán en observancia por los organismos reguladores que son el Ministerio de Finanzas y la Contraloría General del Estado. Los GAD Parroquiales deben cumplir con competencias que permitan vigilar una adecuada ejecución de las diferentes obras, brindando también servicios de calidad que mejore la organización de la ciudadanía. Dicha institución debe enfocarse en fomentar inversiones para el desarrollo económico principalmente en sectores de ganadería, agricultura, entre otros. El principal objetivo del estudio de caso es, analizar cómo el Gobierno Autónomo Descentralizado Parroquial Rural de Pimocha realiza la planificación y ejecución presupuestaria, basados en el presupuesto asignado por el Gobierno Central para su correcta aplicación. | es_ES |
