The case study was carried out in the Decentralized Autonomous Government of the canton of San Francisco de Puebloviejo, where the professional development of the secretarial staff in the administrative processes of the public institution was evaluated. The problematic situation is based on the fact that certain internal activities are not carried out effectively by the secretarial staff, which affects the administrative process of the institution. The methodology of this case study is based on a quantitative approach, where descriptive and field research was used, the method used was inductive, because it allowed segregating the particular findings obtained, while the applied technique was a survey, addressed to the administrative and secretarial staff. The results of the research allowed to determine that not all the human talent working as secretary has a professional training related to this job position and there are even collaborators who are just pursuing academic studies, it was also identified that no training courses have been implemented to the secretarial human talent to improve their work performance with respect to file organization and technical drafting of reports. It is concluded that despite the weaknesses of the secretarial staff, their functions influence the administrative process of the municipal institution.es_ES
