dc.description | The case study was carried out in the Department of Appraisal and Cadastre of the Decentralized Autonomous Government of the Babahoyo canton, the central topic of analysis is the strengths and weaknesses that exist in it. The main problems detected are related to the lack of speeding up the registration processes, the non-existence of a process flowchart that effectively guides the actions of the employees of the department, errors in the design and registration of plans, among others. . The objective of the research is to identify the positive aspects as well as the negative ones, to suggest ways to strengthen the strengths and improve the weaknesses that impede the development of the department. To obtain the pertinent information, the investigation technique called survey has been used, which has been applied to two segments of the population, the first one is addressed to the department's officials and the second to its users. The results reflect that in the department there are important weaknesses regarding the attention of citizens who feel dissatisfied by the lack of thoroughness in certain processes. The investigation concludes that the department lacks to implement an effective control that allows obtaining a higher level of efficiency in the activities performed by public officials. | es_ES |

dc.description.abstract | El caso de estudio se ha realizado en Departamento de Avalúo y Catastro del Gobierno Autónomo Descentralizado del cantón Babahoyo, el tema central de análisis es las fortalezas y debilidades que existen en el mismo. Los principales problemas detectados guardan relación con la falta de agilización en los procesos de registro, la no existencia de un flujograma de procesos que guie de forma eficaz el accionar de los colaboradores del departamento, errores en el diseño y registro de planos, entre otros más. El objetivo de la investigación es identificar los aspectos positivos así como aquellos negativos, para sugerir formas de potenciar las fortalezas y mejorar las debilidades que impiden el desarrollo del departamento. Para obtener la información pertinente se ha utilizado la técnica de investigación denominada encuesta, la cual ha sido aplicada a dos segmentos de la población, la primera está dirigida a los funcionarios del departamento y la segunda a los usuarios del mismo. Los resultados reflejan que en el departamento existen importantes debilidades en cuanto a la atención de los ciudadanos los cuales se sienten insatisfechos por la falta prolijidad en determinados procesos. La investigación concluye manifestado que al departamento le falta implementar un control efectivo que permita obtener un mayor nivel de eficiencia en las actividades que desempeñan los funcionarios públicos. | es_ES |
