| dc.description | The Autonomous Decentralized Government of the Canton Vinces, is an established institution
with public resources in order to benefit the community of the same, taking into consideration
that in order to manage the different services has a proportional part
assigned from the General State Budget, with which it may encourage sustainable progress
of its territorial circumscription. The GAD in question personifies the entity where the
present case study with the Topic: CONTROL OF GOODS AND EXISTENCES OF
DECENTRALIZED AUTONOMOUS GOVERNMENT OF CANTON VINCES, structured in the
sub-line of research Financial Management and Social Commitment.
One of the main problems evidenced in the institution in question is that
Due to the Inefficient Internal Control of the goods and stocks maintained by the institution,
already noted several inconsistencies generated as a negative consequence that affects the same.
So much so that with the presence of a guardalmacén who is the person responsible for

| dc.description.abstract | El Gobierno Autónomo Descentralizado del Cantón Vinces, es una institución establecida
con recursos públicos a fin de beneficiar a la comunidad del mismo, teniendo en consideración
que con la finalidad de gestionar los diferentes servicios cuenta con una parte proporcional
asignada del Presupuesto General del Estado, con el que podrá incentivar el progreso sostenible
de su circunscripción territorial. El GAD en cuestión personifica el ente donde se desarrolló el
presente estudio de caso con el Tema: CONTROL DE BIENES Y EXISTENCIAS DEL
GOBIERNO AUTÓNOMO DESCENTRALIZADO DEL CANTÓN VINCES, estructurado en la
sublínea de investigación Gestión Financiera y Compromiso Social.
Una de las principales problemáticas evidenciadas en la institución en cuestión es que
debido al Ineficiente Control Interno de los bienes y existencias que mantiene la institución se han
constatado ya varias inconsistencias generadas como consecuencia negativa que afecta a la misma.
Tal es así que con la presencia de un guardalmacén quien es la persona responsable de
receptar, custodiar y conservar los recursos encomendados entorno a su labor desarrollada no tiene
a buen recaudo sus responsabilidades puesto que no recibió una previa preparación y explicación
de las actividades a realizar y a ello se suma un sistema básico y limitado para ejecutar y
complementar el proceso de control el cual está a cargo del mismo guardalmacén y es a su vez
poco utilizado ya que no cumple con las expectativas esperadas.
Por esta razón se efectuó esta investigación con la finalidad de establecer con exactitud los
parámetros e irregularidades que se están generando como resultado negativo, por la falta de
preparación a quien figura como responsable por no tener un sistema que contribuya al Control
