| dc.description | The investigation is carried out in the Decentralized Autonomous Government of the Province

| dc.description.abstract | La investigación se realiza en el Gobierno Autónomo Descentralizado de la Provincia
de Los Ríos, esta es una entidad que se encarga de realizar obras para todos los cantones de
la Provincia de Los Ríos, y a su vez la entidad debe mantener informados a los ciudadanos
de todos los avances y nuevos proyectos que se presentan a medidas de las necesidades de
cada sector, proporcionando un mejor ambiente de existencia a la población de los
diferentes cantones y parroquias que conforman la provincia.
La problemática acontecida en la unidad tiene relación a los desembolsos por contratos
de publicidad, donde existe un Administrador de Contrato y que el ente de control como es
la Contraloría General del Estado, sanciona frecuentemente por ser un servidor de la
institución contratante, lo cual no debe ser así.
Los diferentes procesos de pagos por publicidad, cuando el medio de comunicación
no lo cumple de manera correcta se suspenden los pagos, esta va a generar una cuenta por
pagar con intereses, donde la perjudicada es el GAD provincial.
Los contratos realizados por la Unidad de Comunicación Institucional, están basados
en la partida presupuestaria asignada para su operación de la contratación y adquisición de
los materiales dentro de lo relacionado con la comunicación, que tiene por finalidad
