The results reveal a significant decrease in transfers, affecting the GAD's capacity to finance its operations and projects. La investigación se justifica por la necesidad de entender y resolver este déficit que afecta el desarrollo económico y social de la parroquia. El objetivo principal es evaluar el déficit en los ingresos mediante un análisis financiero detallado. La metodología combina enfoques cualitativos y cuantitativos, utilizando el análisis horizontal de cédulas presupuestarias y revisión documental.
