| dc.description.abstract | La gestión presupuestaria debe realizarse como parte del cumplimiento de las instituciones públicas, las mismas que deben cumplir parámetros establecidos por las leyes ecuatorianas, y las políticas internas de cada una de las instituciones de acuerdo a las funciones para las que fueron creadas, a pesar de esto el GAD Municipal de Baba, durante el periodo 2021-2022; no cumplió con algunos de estos parámetros, lo que no permite conocer como ciudadanos si el cumplimiento de las metas y objetivos establecidos se cumplió en su totalidad, dejando en este caso una brecha de dudas y preguntas sin respuestas sobre lo que se planifico y ejecuto durante este periodo. La falta de políticas para la gestión presupuestaria provoco que durante estos dos periodos de gestión administrativa el desarrollo de las actividades ejecutadas no forme parte del conocimiento de la nueva administración, pues el no contar con la información necesaria, no les permite conocer cuáles son los programas que se encuentran activos o en proceso de culminación, permitiéndoles que los nuevos planes y presupuestos se elaboren de manera concatenada a lo que son programas anteriores. | es_ES |
