dc.descriptionThe case study is carried out in the Municipal Decentralized Autonomous Government of the Caluma canton, a public institution whose mission is to develop policies and implement actions that promote the social and economic development of the community. Among its main competences is the administration of public funds, destined to the development of social investment works and current spending. The objective of the research is to analyze the management of human talent applied by the public administration. Its methodology is made up of a descriptive scope, where each of the identified findings are narrated. The types of research are field and documentary, while the method used is deductive, which allowed a segregated analysis of the human talent management variable. The techniques used are a survey and interview, which allowed the following conclusions to be obtained: the process of hiring and selection of personnel does not adhere to normative bases such as LOSEP; the motivation and job satisfaction of human talent is conditioned by the decrease in wages and delay in the payment of wages and salaries; internal management has not been able to establish inter-institutional agreements for the development of training processes, while internal communication has been affected by the presence of deteriorated labor relations.es_ES

dc.description.abstractEl caso de estudio se realiza en el Gobierno Autónomo Descentralizado Municipal del cantón Caluma, institución pública que tiene como misión desarrollar políticas e implementar acciones que fomenten el desarrollo social y económico de la colectividad. Entre sus principales competencias se encuentra la administración de fondos públicos, destinados al desarrollo de obras de inversión social y gasto corriente. El objetivo de la investigación es analizar la gestión del talento humano que aplica la administración pública. Su metodología está conformada con alcance descriptivo, donde se narran cada uno de los hallazgos identificados. Los tipos de investigación son de campo y documental, mientras que el método empleado es el deductivo, que permitió un análisis segregado de la variable gestión de talento humano. Las técnicas utilizadas son una encuesta y entrevista, que permitieron obtener como resultado las siguientes conclusiones: el proceso de contratación y selección de personal se no se apega a bases normativas como la LOSEP; la motivación y satisfacción laboral del talento humano se condiciona por la disminución salarial y retraso en los pagos de sueldos y salarios; la gestión interna no ha podido establecer convenios interinstitucionales para el desarrollo de procesos de capacitación, mientras que la comunicación interna se ha visto afectada por la presencia de relaciones laborales deterioradas.es_ES
