| dc.description | Through the investigation, the processes for contracting goods were analyzed to fulfill the operational activities of the Social Projects Area that are carried out in the Autonomous Decentralized Provincial Government of Los Ríos and in turn identifies deficiencies or problems associated with the acquisition processes. For this purpose, it was determined through the interview and observation applied to the Public Procurement and Contracting Coordinator, Administrative Directorate that the procedures presented for the acquisition of goods have flaws or errors, preventing the procedure from continuing its process. For the effect, a qualitative approach was used under the criteria of the inductive method. In addition, a bibliographic information collection methodology was applied, forming a database where the information of data applied to the institution and other theoretical bases of research carried out at the national level were identified, important parameters for the development of the research, for the analysis of the process of contracting goods, the phases of the contracting process were studied through the current National Public Procurement System It was determined that the guidelines provided by current regulations are not taken into account, thus generating inadequate budgets or, failing that, low budgets, showing that the procedures are not very operational and effective. | es_ES |

| dc.description.abstract | A través de la investigación se analizó los procesos de contratación de bienes para el cumplimiento de las actividades operativas del Área de Proyectos Sociales que se efectúan en el Gobierno Autónomo Descentralizado Provincial de Los Ríos y a su vez identificar deficiencias o problemas asociados a los procesos de adquisición. Para el efecto se determinó mediante la entrevista y observación aplicada al Coordinador de Contratación y Compras Públicas, Dirección administrativa que los trámites presentados para las adquisiciones de bienes tienen falencias o errores, impidiendo que el trámite siga su proceso. Para el efecto se utilizó un enfoque cualitativo bajo los criterios del método inductivo. Además se aplicó una metodología de recopilación de información bibliográfica, formando una base de datos donde se identificaban la recolección de datos aplicados a la institución y otras bases teóricas de investigaciones realizadas a nivel nacional, parámetros importantes para el desarrollo de la investigación, para el análisis del proceso de contratación de bienes se estudiaron las fases del proceso de contratación por medio del Sistema Nacional de Contratación Pública vigente. Se determinó que no se toman en cuenta las directrices que proporcionan las normativas vigentes, por lo que se generan presupuestos inadecuados o en su defecto presupuestos bajos demostrándose que los trámites son pocos operativos y efectivos. | es_ES |
