| dc.description | This research project developed in the Montalvo Parish Decentralized Autonomous Government belonging to the Rioverde-Esmeraldas Canton with the purpose of analyzing the management of public procurement processes, the reality that it presents and the compliance that is given to the current legal regulations that govern public procurement management. Public procurement is an essential process in public institutions, so that it is necessary to reflect transparency and adherence to the respective regulations at the time of purchasing goods and services that enable compliance with the objective or planning of the institution. What is sought through this project is to know if said entity, at the time of carrying out the process of contracting goods or services, complies with the regulations that support that process in order to achieve its main objective, which is to satisfy the needs for the benefit of the community and at the same time comply with the requirement of any entity that manages state resources that is to make good use of them, all this is backed by the necessary supports that sustain said contracts. | es_ES |

| dc.description.abstract | El presente proyecto investigativo desarrollado en el Gobierno Autónomo Descentralizado Parroquial de Montalvo perteneciente al Cantón Rioverde -Esmeraldas con el propósito de analizar la gestión de los procesos de contratación pública, la realidad que presenta y el cumplimiento que se le da a las normativas legales vigentes que rigen la gestión de compras públicas . La contratación Pública es un proceso de carácter imprescindible en las instituciones de carácter público, de modo que es necesario que se refleje una transparencia y apego a la normativa respectiva en el momento de la adquisición de bienes y servicios que permitan cumplir con el objetivo o planificación de la institución. Lo que se busca mediante este proyecto es conocer si dicha entidad al momento de realizar el proceso de contratación de bienes o servicios, cumple con la normativa que respalde ese proceso a fin de que se logre su objetivo principal que es satisfacer las necesidades en beneficio de la comunidad y a la vez cumplir con el requerimiento de toda entidad que maneja recursos estatales que es hacer buen uso de los mismos, todo esto es respaldado por los soportes necesarios que sustente dichas contrataciones. | es_ES |
