dc.description	The investigation was carried out through the case study of the public institution GAD Parroquial Rural de Ricaurte; the subline financial management and social commitment is studied. One of the functions of the public institution is: Promote development and contribute to the welfare of the community (social projects, works, improvement of the parish and its surrounding areas). The different laws which govern these institutions were studied for research, as well as the planning and budget code of the Parish Governments. When conducting the interview with the Treasurer of the entity, which is appointed by the president; it was possible to verify certain problems that affect the planning, which are reflected in this document with annexes	es_ES
dc.description.abstract	La investigación se realizó mediante el estudio de Caso a la institución pública GAD Parroquial Rural de Ricaurte; se estudia la sublinea gestión financiera y compromiso social. Una de las funciones de la institución pública es: Impulsar el desarrollo y contribuir para el bienestar de la comunidad (proyectos sociales, obras, mejoramiento de la parroquia y sus recintos aledaños). Se estudió para la investigación las diferentes leyes las cuales rigen estas instituciones, al igual el código de la planificación y presupuesto de los Gobiernos Parroquiales. Al realizar la entrevista al Tesorero de la entidad, el cual es designado por el presidente; se pudo verificar ciertos problemas que se afectan la planificación, los cuales se encuentran reflejados en este escrito con anexos	es_ES
