dc.description	The research was carried out in the Municipal Decentralized Autonomous Government of the San Francisco Canton of Puebloviejo, an institution in charge of providing welfare to the citizenry through the execution of activities, programs that contribute to the common welfare; The objective of the work is to analyze the administrative management of the GAD and the description of anomalous situations detected in the different areas, as a consequence of not carrying out adequate management. The methodology constituted by the type of descriptive research, the inductive and deductive method was applied, together with the survey technique and instrument (questionnaire) for data collection. The results show constant modifications of the annual operating plan and hiring, human talent with inadequate work profile, incorrect selection and hiring processes	es_ES
dc.description.abstract	La investigación se realizó en el Gobierno Autónomo Descentralizado Municipal del Cantón San Francisco de Puebloviejo, institución encargada de proveer bienestar a la ciudadanía mediante la ejecución de actividades, programas que aporten al bienestar común; el trabajo tiene como objetivo analizar la gestión administrativa del GAD y la descripción de situaciones anómalas detectadas en las diferentes áreas, como consecuencia de no realizar una gestión adecuada. La metodología constituida por el tipo de investigación descriptiva, se aplicó el método inductivo y deductivo, en conjunto con la técnica de encuesta e instrumento (cuestionario) para la recolección de datos. Los resultados demuestran constantes modificaciones del plan operativo anual y de contrataciones, talento humano con perfil laboral inadecuado, procesos de selección y contratación incorrecta	es_ES
