dc.description	The basic conception of elements that you/they help to improve all municipal administration, from elements that have to do with the strategic planning, social and civic participation, budgetary administration, mechanism for the benefit of the public services, investment system in infrastructure, administration of resources of federal programs and municipal public marketing. The administration of the public services is outlined from the difficulties that all municipal government presents to lend the services, since they don't have in his majority technical and financial capacity to enlarge his covering and to improve his quality. dc.description.abstract	La concepción básica de elementos que ayudan a mejorar toda gestión municipal, tiene que ver con elementos como: la planificación estratégica, participación social y ciudadana, gestión presupuestaria, mecanismo para la prestación de los servicios públicos, sistema de inversión en infraestructura, gestión de recursos de programas federales y marketing público municipal. La gestión de los servicios públicos es planteada desde las dificultades que presenta todo gobierno municipal para prestar los servicios, dado que no cuentan en su mayoría con capacidad técnica y financiera para ampliar su cobertura y mejorar su calidad.
