Creada mediante decreto número 1508, el 5 de octubre de 1971 en la Ciudad de Babahoyo, Provincia de los Ríos. En la actualidad cuenta con 47 años de vida institucional ofreciendo sus servicios, con valores ético y morales, contribuyendo en la transformación social y económica del país, sobre todo impulsando el talento humano.
