| dc.description.abstract | El GAD Parroquial Rural de Ricaurte es una institución que pertenece al sector público gozando de independencia política, administrativa y financiera, se encarga de brindar servicios a la comunidad de este sector para así poder cumplir los objetivos establecidos. Esta institución representa el lugar donde se desarrolla el presente caso de estudio, con el tema EJECUCIÓN PRESUPUESTARIA DEL GAD PARROQUIAL DE RICAURTE, enmarcado en la sublínea de investigación Gestión Financiera y Compromiso Social. La ejecución presupuestaria es una fase de acciones que va dirigida a la utilización óptima en recursos materiales, talento humano y económico previamente asignados en el presupuesto, con una meta dirigida a dar buenos servicios por parte del sector. Teniendo en cuenta que el estudio primordial de este caso es determinar si la ejecución presupuestaria se ha distribuido de forma correcta. Debido a que en el momento llevar a cabo el presupuesto no se lo realiza al cien por ciento, por lo que se desea conocer cómo afecta a los grupos de las diferentes partidas presupuestarias que forman parte de las obras públicas que esta institución promueve. Considerando además que las medidas de investigación que se utilizó, se basó principalmente en la entrevista realizada a los servidores públicos que laboran en el Departamento de Tesorería, al mismo tiempo la documentación que respalda a esta investigación fue obtenida especialmente de los encargados de esta área, así como el presupuesto de esta entidad y escritos relevantes a esta problemática, como los son memorandos y oficios.
