dc.description	One of the serious problems of the company babahoyense it is that of the civil insecurity. The aim of the investigation is directed to analyze the inefficiency of the public policies of safety applied to solve the high criminal index in the urban Zone of Babahoyo's city, Province of The Rivers. Trying to describe the operative functioning of the State police and to check the efficiency of safety applied in the last years and on this information to formulate safety strategies that go in benefit of the economic development of the citizenship. An analytical - descriptive investigation developed with field design. Concluding that the operative police ones that are realized in Babahoyo are not such workforce in the reality. It is as well as the present investigation realized in the present period of 2014, arises before the problematics of Insecurity exceeded today. The Civil Security performs vital importance for the development of the Companies, being the responsible and responsible State of this one, is needed to study and to analyze the inefficiency of the public policies of safety applied to solve the problem of the high criminal index that exists in the Urban Zone of Babahoyo's city. The methodology used in general terms allowed to define the type of investigation, the design of the same one, the population and the sample. For the compilation of the information an instrument applied type to itself questionnaire with closed questions of agreement to the dimensions of the variable that is studied; also it answers to validation of content, construction of a card of observation to have an idea of the records caught by the " Eye of Eagle " placed in the most commercial zone of the canton, of the same one extracted conclusions of the frequencies of crimes. There was analyzed the information of percentage form and they presented the information across statistical tables, agreement to the dimensions and indicators that characterize the variables in study. In relation to these evidences, if it did necessarily to formulate strategies of safety, capable of solving the problematics and thus to be able to develop of the best way the police function, with what we conclude with our contribution across this work investigative for the obtaining of the title of magister in administration of companies.	es_ES
dc.description.abstract	Uno de los problemas graves de la sociedad babahoyense es el de la inseguridad ciudadana. El objetivo de la investigación está dirigido a analizar la ineficacia de las políticas públicas de seguridad aplicadas para solucionar el alto índice delictivo en la Zona urbana de la ciudad de Babahoyo, Provincia de Los Ríos. Pretendiendo describir el funcionamiento operativo de la Policía Nacional y verificar la efectividad de seguridad aplicada en los últimos años y sobre esa información formular estrategias de seguridad que vayan en beneficio del desarrollo económico de la ciudadanía. Se desarrolló una investigación analítico-descriptiva con diseño de campo. Concluyendo que los operativos policiales que se realizan en Babahoyo no son tan efectivos en la realidad. Es así como la presente investigación realizada en el presente periodo del 2014, surge ante la problemática de Inseguridad desbordada hoy en día. La Seguridad Ciudadana es de vital importancia para el desarrollo de las Sociedades, siendo el Estado responsable y garante de esta, se requiere estudiar y analizar la ineficacia de las políticas públicas de seguridad aplicadas para solucionar el problema del alto índice delictivo que existe en la Zona Urbana de la ciudad de Babahoyo. La metodología utilizada en términos generales permitió definir el tipo de investigación, el diseño de la misma, la población y la muestra. Para la recolección de la información se aplicó un instrumento tipo cuestionario con preguntas cerradas de acuerdo a las dimensiones de la variable que se estudia; también responde a validación de contenido, construcción de una ficha de observación para tener una idea de los registros captados por los “Ojos de Águila” colocados en la zona comercial de la ciudad, del mismo se sacó conclusiones de las frecuencias de delitos. Se analizó la información de forma porcentual y se presentaron los datos a través de tablas estadísticas, de acuerdo a las dimensiones e indicadores que caracterizan las variables en estudio. En relación a estas evidencias, se hizo necesario formular estrategias de seguridad, sobre la base de la participación de la comunidad que fueran capaces de controlar la problemática y de este modo optimizar la actuación policial, con lo que concluimos con nuestra aportación a través de este trabajo investigativo para la obtención del título de magister en administración de empresas.	es_ES
