dc.descriptionThis particular study is about the Human Talent Management issue in Palenque Canton of a Decentralized Autonomous Government in the 2023 period. In the case of the Municipal GAD, management of human talent is important as the need to deliver services to the society is indispensable. Throughout this time, the Municipal GAD of the Palenque canton had to deal with several obstacles in the management of its staff, from the necessity of having trained and loyal employees to the elaboration of mechanisms that push the professional development of its employees. The lack of human resources preparation is quite apparent in various crucial areas that need it for the proper execution of their tasks, which, in turn, lead to the slowing down of administrative processes, long waiting times, and low customer service. In order to do this research, the empirical theory method was used, which was inherently drawn from a perspective that allowed for a compact understanding of the hiring, training, development, and evaluation stages of the personnel, as well as the views and experiences of employees with respect to the education and continuous modernization of the company. The outcome of the present study, the strength and the problematical issues in the human resource management for the GAD, the identification of the recommendations aiming at the efficiency and job satisfaction etc. On the last hand, the enhancement of the public service in the Palenque canton, are presented.es_ES

dc.description.abstractEl presente estudio de caso hace referencia a la Gestión del Talento Humano al Gobierno Autónomo Descentralizado del cantón Palenque en el período 2023. En el GAD Municipal, la gestión de talento humano es de gran interés debido a que los servicios deben ser proporcionados a las personas. Durante este tiempo, el GAD Municipal del cantón Palenque se encontró con varios problemas relacionados con la administración de su personal desde la necesidad de tener empleados capacitados y comprometidos, hasta la implementación de estrategias destinadas al crecimiento profesional para sus trabajadores. La falta de preparación del personal es evidente en diferentes áreas que son cruciales para el desempeño eficiente de sus funciones, generando retrasos preocupantes en los procesos administrativos, tiempos de esperas muy prolongados y una deficiente atención al usuario. Para llevar a cabo este estudio se utilizó la metodología de teoría fundamentada la cual brindó un enfoque que permitió una comprensión profunda y contextualizada de los procesos de selección, formación, desarrollo y evaluación del personal, así como de las percepciones y experiencias de los empleados respecto a la capacitación y desarrollo continuo. Los resultados de este análisis ofrecen una visión de las fortalezas y debilidades de la gestión del talento humano en el GAD, proporcionando recomendaciones para mejorar la eficiencia y la satisfacción laboral y en última instancia, contribuir al mejoramiento del servicio público en el cantón Palenque.es_ES
