| dc.description | The case study focuses on the planning management of the Autonomous Decentralized Municipal Government of Vinces Canton, evaluating its performance and effectiveness during the period 2023. The entity faces challenges such as lack of financial and technical resources, deficient services, vulnerability to disasters, dependence on the State, deficiency in internal communication impacts operational efficiency, generating lack of coordination and delays in the execution of the entity's annual operational plan. The objectives of this case study were applied in the methodology used, one of which was the comparative analysis and the interview with the head of planning in which the strategies applied to execute the annual operational plan of the entity were analyzed and identified. The results revealed positive advances in the management of resources to improve access to drinking water and efficiency in the provision of services. However, shortcomings are evident in the control of activities and internal communication. The conclusions highlight the need to establish a continuous control system, improve internal communication, and provide regular training to staff, with these recommendations seek to strengthen planning management and improve operational efficiency. The study highlights the importance of evaluating strategies and proposing improvements in municipal planning management, considering efficiency, internal communication, and sustainable development to ensure the welfare of the community of Canton Vinces. | es_ES |

| dc.description.abstract | El estudio de caso se centra en la gestión de planificación del Gobierno Autónomo Descentralizado Municipal del Cantón Vinces, evaluando su desempeño y efectividad durante el periodo 2023. La entidad enfrenta desafíos como la falta de recursos financieros y técnicos, servicios deficientes, vulnerabilidad ante desastres, la dependencia del Estado, la deficiencia en la comunicación interna impacta en la eficiencia operativa, generando descoordinación y retrasos en la ejecución del plan operativo anual de la entidad. Los objetivos de este estudio de caso se vieron aplicado en la metodología ejecutada, uno de estos era el análisis comparativo y la entrevista al jefe de planificación en el que se quería analizar e identificar las estrategias que se aplicaron para ejecutar el plan operativo anual de dicha entidad. Los resultados revelaron avances positivos en la gestión de recursos para mejorar el acceso al agua potable y eficiencia en la habilitación de servicios. Sin embargo, se evidencian falencias en el control de actividades y la comunicación interna. En las conclusiones, se destaca la necesidad de establecer un sistema de control continuo, mejorar la comunicación interna, y proporcionar capacitación regular al personal, con estas recomendaciones buscan fortalecer la gestión de planificación, mejorar la eficiencia operativa. El estudio destaca la importancia de evaluar estrategias y proponer mejoras en la gestión de planificación municipal, considerando la eficacia, comunicación interna, y desarrollo sostenible para asegurar el bienestar de la comunidad del Cantón Vinces. | es_ES |
