| dc.description | In the period 2020 - 2021 the economy was affected by the pandemic that was generated due to COVID-19, in the same way the financial sector of each country was affected and health protection was required, in the case of our country the Ministry of Economy and Finance was in charge of distributing the necessary funds for this situation, for which the Municipal and Parish GAD did not receive the corresponding budget as it has been in previous years, that is why in this case study it is proposed to analyze the management of the budget delivered to the Parish GAD of La Esmeralda belonging to the Montalvo canton to learn more about how the budget reduction was managed and how it affected the functions, planning and works that the GAD had planned to fulfill in the year. | es_ES |

| dc.description.abstract | En el periodo 2020 – 2021 la economía fue afectada por la pandemia que se generó debido al COVID-19, de igual forma el sector financiero de cada país de tal manera que requería protección sanitaria, en el caso de nuestro país el Ministerio de Economía y Finanzas fue el encargado de distribuir los fondos necesarios para esta situación, por lo que los GAD Municipales y Parroquiales no recibieron el presupuesto correspondiente como ha sido en los años anteriores, es por eso que en este estudio de caso se plantea analizar la gestión del presupuesto entregado al GAD Parroquial de La Esmeralda perteneciente al cantón Montalvo para conocer con mayor profundidad como se manejó la reducción presupuestaria y en como afectó a las funciones, planificaciones y obras que tenía el GAD previstas para cumplir en el año. | es_ES |
