| dc.description | In the present case study, we seek to identify the causes that influenced the non-allocation of the budget to the autonomous decentralized parish government of San Juan; therefore, and to achieve this, a validation of information will be carried out on the different state digital platforms, and thus obtain reliable data that allows the description of the reasons for the reduction of monetary financing and to be able to carry out an analysis of its effects, collect primary information from one or several members of the San Juan Parish GAD, ending with a comparison of opportunities between 2019 and 2020. For this, the research methods that are descriptive-deductive will be used, which will be applied when explaining the information obtained in the state platforms and making an analysis for the acquisition of the results and determining the conclusions; For this, observation techniques will be implemented that allow analysis without modifying any data obtained from the different media. Through the analysis, it was found that the San Juan Parish Decentralized Autonomous Government suffered a reduction of its premise granted by the Ministry of Finance in the 2019-2020 periods, which prevented the timely fulfillment of wages and salaries and in the worst case led to layoffs of human talent, added to the unfinished works that would be carried out in favor of the inhabitants of the parish, creating discomfort and uncertainty due to the lack of punctual payments to public servants and in many cases lack of employment, added to the jobs that would be offered when implementing civil works. This constituted employing recommendations in the event that there is again a budget decrease. | es_ES |

| dc.description.abstract | En el presente caso de estudio se busca identificar las causas que incidieron en la no asignación del presupuesto al gobierno autónomo descentralizado parroquial San Juan; por ende, y para lograrlo se hará una validación de información en la diferentes plataformas digitales estatales, y así obtener datos fidedignos que permitan la descripción de los motivos de la reducción del financiamiento monetario y poder hacer un análisis a sus efectos, recolectar información primaria de uno o varios miembros del GAD Parroquial San Juan, finalizando con una comparación de oportunidades entre el 2019 y el 2020. Para eso se usará los métodos de investigación que son de tipo descriptivo-deductivo, el cual se aplicará al momento de explicar la información obtenida en las plataformas estatales y hacer un análisis para la adquisición de los resultados y determinar las conclusiones; para ello se va implementar las técnicas de observación que permite analizar sin modificar dato alguno obtenido de los diferentes medios. Mediante el análisis se encontró que el Gobierno Autónomo Descentralizado Parroquial San Juan sufrió una reducción de su premisa otorgada por el Ministerio de Finanzas en los periodos 2019 - 2020, lo cual impidió el cumplimiento oportuno de los sueldos y salarios y en el peor de los casos conllevo a despidos de talento humano, sumado a las obras inconclusas que serían realizadas en favor de los habitantes de la parroquia, creando un malestar e incertidumbre por la falta de pagos puntuales a los servidores públicos y en muchos casos falta de empleo, sumado a las plazas laborales que se ofertarían al implementar obras civiles. Esto constituyó emplear recomendaciones en caso de que vuelva a existir una disminución presupuestaria. | es_ES |
